The FHIR Bulk Data Access IG v2 defines the $export operation and its async NDJSON output — the same interface CMS uses in Medicare Advantage data feeds and that payer APIs rely on for plan-to-plan transitions. Round 0 covers the kickoff surface (request shape, 202 Accepted, Content-Location); the full async lifecycle ships with Inferno integration in Round 1.
Every assertion in the Bulk Data kickoff surface suite is bucketed as MUST (mandatory to conform), SHOULD (recommended), or MAY (optional). We deliberately don't roll these into a single composite. Read the full methodology.
